Educational Definitions of Disabilities

  • Autism - consistent with the Individuals with Disabilities Education Act
  • Intellectual disability - consistent with Individuals with the Disabilities Education Act, but defines mild and functional levels of impairment
  • Emotional/behavioral disorder - uses emotional-behavioral disability and is consistent with the Individuals with Disabilities Education Act

Numbers of students with disabilities served

For the 2012 child count, Kentucky reported the following:

  • Autism - 4,839 students
  • Intellectual disability - 14,044 students, divided into mild (10,968) and functional (3,076)
  • Emotional/behavioral disorder - 4,742 students

Support service structure

Kentucky Department of Education, Special Education Services monitors and supports the special education services provided by public schools. Additional support is provided by nine Kentucky Educational Cooperatives Special Education Services.

Kentucky does not have an active task force.

Kentucky Autism Training Center provides information and resources on autism for families and professionals.

Disability scholarship program

Kentucky does not have a statewide disability scholarship program.

Insurance coverage for autism spectrum disorder services

Kentucky enacted legislation related to insurance coverage specifically for autism spectrum disorder-related services. See Kentucky insurance for more details.

TRICARE-approved applied behavior analysis providers

As of May 2013, Kentucky had 24 supervisors (direct service providers) and 64 tutors (assistants requiring supervision to provide services).
