Lead agency for early intervention services
The Connecticut Birth to Three System is part of the Connecticut Department of Developmental Services.
Eligibility criteria for early intervention services
Children under the age of 3 may be eligible if they have:
- Developmental delay of two standard deviations in one developmental area
- Developmental delay of 1.5 standard deviations in two or more areas
- Medical condition that is expected to lead to a developmental delay

Connecticut reported 4,410 infants and toddlers served for the 2012 child count.

Services for at-risk children

Family cost participation
Families meeting certain income guidelines may be asked to pay a fee for some services. Public and private insurance may be accessed under certain conditions. More details are available at parent fees.
