Lead agency for early intervention services
Indiana's First Steps program is part of the Indiana Division of Disability and Rehabilitative Services.
Eligibility criteria for early intervention services
Children under the age of 3 may be eligible if they have:
- Developmental delay of 25 percent or two standard deviations from the mean in one or more developmental areas
- 20 percent or 1.5 standard deviations from the mean in two or more areas
- Physical or mental condition that has a high probability of resulting in a developmental delay

Support service structure
First Steps has 10 regional offices that coordinate the provision of early intervention services.
Initial family contact
Families may contact the First Step office for their area or contact the state office at 800-545-7763.
Services for at-risk children
Local service teams will provide information on available resources to families with children who are not eligible for early intervention services. Families may also contact the parent training and information center listed below.
Family cost participation
Families meeting certain income guidelines may be asked to pay a fee for some services. Public and private insurance may be accessed under certain conditions. More information is available from the First Step offices or at cost participation.
